My webhost is www.idcsoft.com.  I get 1GB of storage, 2GB of bandwidth, seven free subdomains, unlimited email accounts, full cgi/bin/php support and very stable service for $5 a month.

HTML done in Front Page, Dreamweaver or Notepad.  Yes, I CAN do raw code, however, since I have over half a Gig of graphics to manage, a code editor saves me HUGE amounts of time.  :P  Sure, I do need to know the code since no editor is perfect.  But HTML Editors are just tools, nothing more!  We all use graphics programs these days to create our graphics instead of generating a bitmap by writing the hex codes manually because it's more convenient.  I use HTML editors for that same convenience.    :)
